The Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province.
The provinces and territories of Canada have each established their own Provincial Nominee Program (PNP) which allows them to address their individual needs with regards to immigration. A provincial nomination is when a province nominates you to immigrate to that specific province because you meet certain criteria that fills a need in that region.
